COURSE BACKGROUND
Public Management (N4 – N6) Overview
The Public Management (N4 – N6) qualification is an ideal choice for individuals interested in business management, public administration, or non-profit organizations. The course covers essential areas such as entrepreneurship, management, marketing, human resources (HR), law, communication, and accounting. By studying these diverse topics, students will acquire a comprehensive skill set to succeed in various business functions and gain an understanding of how organizations operate as a whole.

Course Structure & Duration
This program is structured into three levels, with each level taking one semester to complete. Upon successful completion of each level, students will receive a National Certificate. However, to earn the National Diploma, it is highly recommended that students proceed through all three levels.
Practical Work Experience
After completing the theoretical portion of the qualification, students are required to complete 18 months of practical work experience in a Public Management department. This hands-on experience is essential for earning the National Diploma and ensures that students are prepared for the real-world challenges they will face in public administration.
N4 Modules Overview
Entrepreneurship & Business Management This module introduces students to the fundamentals of business management, including how to create a comprehensive business plan and apply key concepts to launch and manage a business.
Public Administration Students gain a comprehensive understanding of the South African government system, including the processes involved in running state and local governments.
Management Communication This subject focuses on communication skills essential for business settings, including professional writing and the creation of business communications.
Municipal Administration This module explores local government systems and the administrative processes involved in managing municipal authorities.
Public Finance Students learn about the financial management processes within the public sector, preparing them for a career in government finance.
N5 Modules Overview
Public Administration This module provides an advanced understanding of public administration principles, further expanding on the foundational knowledge gained in N4.
Management Communication Students continue to develop their communication skills, with an emphasis on business communication and its role in organizational success.
Municipal Administration This module focuses on the financial and personnel management processes within the local government context.
Public Finance Students deepen their knowledge of public sector finance, including budgeting, financial reporting, and other financial tasks in government agencies.
N6 Modules Overview
Public Law This module examines the legal framework that governs public administration, focusing on various laws and regulations that public officials must follow.
Public Administration Students explore the practical application of public administration principles, ensuring they have the necessary skills to perform efficiently in government roles.
Municipal Administration Continuing from previous levels, this module focuses on applying financial and personnel management skills within the municipal government framework.
Practical Work Experience
As an essential part of the qualification, students must complete 18 months of practical work experience in the public sector. This real-world experience ensures that students are well-prepared to handle the challenges of public administration.

A National Senior Certificate with Diploma admission – A minimum of 30% for English coupled with a minimum of 40% for four (4) x 20 credit subjects; OR
A NC(V) with Diploma admission – A minimum of 50% in English on either First Additional Language or Home Language level AND Mathematics or Mathematical Literacy AND Life Orientation – a minimum of 60% in the three (3) compulsory vocational subjects is required; OR
A SC (without endorsement) or equivalent – A minimum of five (5) subjects must be passed; OR
A Higher Certificate, an Advanced Certificate in a cognate field; OR
Mature Age Exemption:
• Candidates must have attempted Matric/Grade 12, reached the age of 23 before or during the first year of registration with three years’ work experience and a proven ability relating to the proposed programme as well as adequate communicative skills; OR
• Candidates must have reached the age of 45 before or during the first year of registration.
The National Diploma in Public Management is made up of the following courses which are done over a period of 18 months.
National Certificate (N4): Public Administration, Management Communication, Entrepreneurship & Business Management, Computer Practice.
National Certificate (N5): Public Administration, Municipal Administration, Information Processing. Electives: Economics, Financial Accounting.
National Certificate (N6): Public Administration, Municipal Administration, Public Law, Public Finance.
